It is my understanding thats now how the items at the end are given out. You hand the head in and get one of those items from a corresponding dwarf. They aren't supposed to be drops. The drops should only be a head and a lance.

That's how it worked. Lance and heads were only drops

because Enorm then turned in the head to each of the surviving ""general" dwarves.

each yielded a separate item as a reward, which were then linked and rolled on.

So the head keeps coming back into inventory every time you hand it in to a dwarf to get more items if I am reading this correctly? Well if that's true then this quest is much nicer than I had always believed.

yes if the dwarves survive it yields a reward per dwarf
