this is not a bug

the current pvp resist system is constructed so that stuns will not land on players above 50 MR without negative modifiers (this item does not have a negative modifier as per classic)

it is intentional and very good so that items like this would not ruin the game

move to resolved

"Working as intended" means working as it originally did.

This has always had a minus 100 check.

This is not working as intended.

Its been working the entire time. I just logged on to test and to no ones surprise, i landed it on a target with 138 MR

Logged on to test and it landed 97% of the time on someone with 148 MR. Move to resolved.
