This is close to right but two things are being left out for a brand new character.

First, the damage cap. Two Jade Maces will be better than any other combo from 1-10 because you're never really going to hit for more than 20 damage or so with ANY weapon. A Jade Mace will hit for full damage and at full speed, while AC and SoS will both hit like 10 damage weapons at their normal speed, making them effectively 10/25 and 10/28 respectively. A 9/18 weapon is way better than that.

Second, before 33 you don't have any damage bonus on your mainhand. So the only thing that matters is the ratio of the weapon. This means that SoS is better than AC mainhand until then (once it starts hitting for full damage anyway). However, since the ratio on these weapons is so close, AC edges SoS out as the better main hand as soon as you have any damage bonus at all.

All that said, you will do just fine with AC/SoS from 1-33, but if you've got plat coming out of your ears and want to min/max so hard that it hurts...well, now you know what to do. [You must be logged in to view images. Log in or Register.]
