Default Draft Rules (2023)

Greetings!
Recently; we have witnessed the ease at which players and guilds utilized a precious and inexhaustible resource, civil communication, to create wondrous and brilliant collaborative projects. Those types of synergies are favorable amongst CSR Staff and validate the vision of and goals set for our servers. To continue that momentum and, after careful deliberation, have decided to adopt and support Green Server’s draft rules for our Blue Server as well.

To maintain, support growth and development, and prevent stagnation of the draft document; we will also review and mandate changes, as appropriate, when impasses in negotiations are encountered and/or CSR Staff intervention will eliminate detriments to player and server morale due to a manifestation of atmospheric toxicity.

We feel this ruleset is in alignment with one of many developmental goals for Project 1999 and is both evolutionary and necessary for cross-server uniformity. That said; we are pleased to announce, support, and implement the following 2023 Draft Rules for Blue and Green Servers:


Draft Rules
Purpose
The purpose of the draft is for all participating guilds and players to have fun! Guilds should work together and collaborate when necessary to accommodate one another. The rules and processes of the draft should not be used, manipulated, or weaponized in a way to punish others or in a means to circumvent the rules as written. CSR reserves the right to interpret the rules and processes of this draft in line with this spirit when necessary.

Raid Entity Definition
A raid entity is defined as a guild or alliance of guilds that can kill Derakor the Vindicator without outside help, and has been a raiding entity for at least 6 months or a merger including at least one qualifying raiding entity.

Draft Dates

Draft days will be on the second Wednesday of January, March, May, July, September and November of 2023. Lockouts will begin the Friday night after the draft picks at 11:59PM ET

Actual Draft Dates:
January 10th (Lockout begins on January 12th at 11:59PM ET)
March 13th (Lockout begins March 15th at 11:59PM ET)
May 1st (Lockout begins May 3rd at 11:59PM ET)
July 10th (Lockout begins July 12th at 11:59PM ET)
September 11th (Lockout begins September 13th at 11:59PM ET)
November 13th (Lockout begins November 15th at 11:59PM ET)

Draft Process
On the night of the draft at 9PM ET, a representative from all qualifying raid entities on the server will meet at Greater Fay Wizard Spire to start the draft. Participants will draft raid targets until all raid targets are chosen in a snake approach - so A, B, C, D, E, E, D, C, B, A. Two picks per entity make up one full snake.

At the beginning of the draft and again after every completed snake, entities will /random 0 - 1000 for pick order, with the highest roll selecting first. Teamups must be declared before each roll and teams will count as one entity and be locked together for those two picks.

Each entity will have 2 minutes to make their pick when their turn comes. If entities have not picked at the end of 2 minutes, they will be asked for the pick. If the entity does not make a selection, CSR will pick for them. We will collaboratively time each other to help move the draft along, without persecuting one another.

All participating guilds will select one representative to participate in the draft. Menden requested that the representative not be the leader of any guild.

Representatives will coordinate with CSR, they will roll for your guild, announce team ups before each roll, and make selections for your guild at the draft. Any questions: ask in #gm-clarifications

Once an entity picks a target, that entity cannot pick the same target in the following draft. If you choose to team up, you can pick any target that the same team up didn’t pick in the previous draft.

New Guilds
If you are leading a guild that is not in the UN and you want to participate in the draft, please join the Blue UN and message CSR to be tagged as such.
CSR has the final say if a guild is eligible for the draft.

Concessions
All concessions and raid suspensions pause until after the draft week. This means that entities can pick targets they’ve conceded on during draft week, and those concessions roll over to the following week. If you are conceded on a target and do not select it during draft week, that does not count toward your concessions. It is as if draft week did not exist.

Time to Slay Picks & Multiple Spawns
Raid entities have the entire week to slay their targets. If a draft pick becomes available (spawns) or unblocked late in the week, raid entities are extended 72 hours from spawn/unblock
to slay their pick.

Thus, if a drafted pick spawns or becomes unblocked on the Friday after the draft, raid entities will have until Monday to slay it. (72 hours from unblock/spawn)

Question: What happens if there are multiple spawns of my drafted mob in a week (like if there is an Earthquake, or it spawns late and then early in the window, or it is a 3-5 day timer)?

Answer: For mobs with 7 day timers, entities are guaranteed no more than one kill for that target. Subsequent spawns are FFA. Coordinate with the entity that picked that target if you are unsure if they’ve killed theirs yet or consult the spreadsheet. For mobs with 3-5 day timers, entities reserve those targets for the entire draft week. These rules apply unless specified elsewhere (like in how packages are defined, see CT/Fear packages. Draft week ends at 11:59PM EST on the Friday following draft week.

Blockers & Package Picks
Due to the nature of some encounters, some picks are package deals where, if selected, entities give up their second pick for the package deal. Thus, an entity could select a package in the first round, skip the second round, and select a package in the third round and skip their fourth pick. Packages can only be selected in odd rounds (1st, 3rd, 5th, etc).

Question and Answer Section
Q1: Can any drafting entity team up with any non drafting entity for any of their picks? IE: Can members of Dial a Port team up with any of the drafting entities, or would Dial a Port have to pick one entity to ally with for the draft?
A: Yes, non drafting guilds must pick one entity to raid with during the draft, to avoid confusion.

Q2: Who can enter the draft?
A: Guilds which have existed for at least 6 months as viable raiding entities. You must kill Derakor as a solo guild to qualify.

Q3: How much time do guilds have to kill Vulak blockers?
A: 5-days after the lockout begins.

Q4: What do we do if a guild fails to kill a Vulak blocker in the allotted time?
A: Open server-wide event to be held 24hrs after the deadline, open roll on loot. Allow the drafting guild to schedule the time, 24-36 hours after their concession or missed deadline.

Q5: Can you pick the same target in consecutive drafts?
A: Entities cannot pick the same target for the next *one* draft.

Q6: If two or more entities team up for a round, are they still subject to the rule that they cannot pick something they got in previous drafts?
A: No, encourage team ups and do not lock them out of their previous picks.

Q7: What do we do when drafting guilds merge?
A: Make the merged guild select either of their merging guilds and have them bound to the picks of that entity for the next draft.

Q8: Should we have a simulated quake after the draft? (A real quake or full reset would of course negate this).
A: Assume CSR will handle this.

Q9: Can external forces help to kill drafted targets?
A: No, you are intended to draft targets that your entity/alliance can kill by themselves. If you cannot, you are expected to concede the target to an open server raid, which you can schedule with 24 hours notice. The scheduled raid should be set before the Monday following the draft week.

Q10: Can you clarify the Raid Entity Definition section and give examples?
A: In general, guilds that are less than 6 months old at the time of the draft must be a merger including a qualifying guild, in order to qualify. If a guild is created later than 6 months before the start of the draft day in question, it must be a merged guild including at least one qualifying entity, in order to qualify. An example of a guild that does not quality would be if members splinter off to create a guild to kill Vindi and secure a draft choice. Bottom line, Menden has the sole discretion of who may or may not participate in the draft.

Q11: Who would have the final decision if a guild qualifies or can enter the draft?
A: CSR.

Q12: Can I kill Overseer and Hand if I pick Sky?
No. Guilds should respect the noble agreement.

Q13: Can I rekey if another guild has drafted sky?
Yes, but you should get permission to turn in quests, or trigger epic fights from the team that drafted sky.

Q14: Are server race rules still applied on draft week? I.e. Can Statue/AoW/Tormax be killed at zone in during draft week or must guilds abide by the current rulesets? (assuming zone disruption does not occur, i.e. killing Gorenaire at druid rings.)
No. You can pull statue/aow/tormax to zone line.
