All I could find is that binding in raid zones is prohibited on PvP. I know of nothing preventing you from binding there on Blue P99. Maybe make a bug report if you still can't do it?

Ok just to clarify, I was actually asking about a Physical restriction being placed on the "Raid zones" My memory is foggy, i seem to recall the last time i was in perma on my druid trying to bind myself and getting a Message "Try a city" -- I might be mistaken. I highly doubt the GMs are gonna do anything to the people that are already bound there (if the restriction even exists)

I actually completely forgot that I bound myself at jailmaster last week when I was farming nets. So yeah, you should be able to bind in Perma.

I do appreciate your response, Last time i tried, i got a message stating " Cant bind here, Try a city", a message that a druid is not used to seeing :-p Maybe i will have to check again.
It was explained on Red that you were not allowed to bind in any FFA zones, meaning zones where you can attack players no matter what their level is. This included Permafrost, solb and I guess planes zones.

AFAIK there are no technical restrictions on binding due to new raid rules. When Kunark was released you could bind just about anywhere, including Sebilis and TD. TD and all kunark dungeons were made unbindable quite some time ago, independent of recent changes to the raid scene.
