Game Mechanics: Training skills spent and lost

Created a new barbarian warrior on blue today.

Spent 5 points in 1hs, received confirmation text and skill window updated. However, after switching zone (or logging to char select and back - checked on a second toon) those improvements were lost, but the spent skill points were not returned.

I then created a (third) warrior, tried logging out immediately and back in again before spending any points. This did not resolve the issue.

Points spent on anything but 1hs did seem to work properly.

I'm thinking maybe there is some kind of inconsistency in skill cap at level 1 for 1hs which is making part of the game let you spend the points, but another part of the game resetting the skill to 5?

The five spent points don't reappear after hitting level 2 either (i.e 1hs doesn't raise above 5 at level 1, and at level 2 the skill doesn't shoot up to the new cap of 10 to reflect the previously spent points). Some time after zoning this issue resolved itself and the 1hs skill then became 10. I believe it was fixed by visiting the skill trainer.

Spending another 5 points (for 15 skill) at level 2 seems to work fine.

Seems like a weird skill cap/gain issue at level 1?
