Final PVP rules will be. No PVP till level 30, then you are flagged 30-60 can attack anyone.

It's not ideal but it's the best I can do with PEQ DB. At level 30 you'll have some ability to run away and position yourself not to get griefed off the start.

I'm not spending more time researching this horse manure.
