The mega-wealthy can choose to pay no taxes via off-shore accounts and tax free bonds. If a billionare puts all his money in tax free bonds, he can then loan himself all the money he needs to live luxurously on and effectively pay zero income taxes.

A billionaire doesn't need to put his money in tax free bonds and then loan himself money. You don't pay taxes on money already earned, you pay it on money earned. As such, they can stick their money in investments and take the capital gains tax rate of 15% (which, hilariously enough, is way lower than my tax rate as a 23 year old chemical engineer).

Sorry, that didn't make sense. When you're super wealthy living expenses are a non-factor -> make as much money as you can at the lowest tax rate possible.
