If they kill him and loot a fishbone ear but they never bothered to go through the whole "pick which camp you want" process, can you petition that person for "stealing" a camp you weren't even at? not necessarily, i've experienced staff decisions awarding players that zoned a train and ran back to the camp in less than 15 minutes even though i had enough time to kill 2-3 mobs that respawned

Staff has specifically stated you do not need to sit at a camp between spawns if it's not contested.
