Game Mechanics: size, AE, aggro

NPCs may not be the correct size or are different from before Sept 21 2015 patch.
NPCs do not AE or AE much less often.
NPCs that are KoS will not aggro if you get close to them or stand by them. NPCs which respawn have the correct size and KoS behavior.

NPCs outside of ToV are likely misbehaving as well so the problem is likey server wide.
