Does it really matter anyway? If we want him arrested we'll arrest him thats all that needs to be said.

We dont have to pretend like were totally up to speed with document law.

Based on lack of serious previous prosecution under the law, it looks like a swat team going after someone for not returning their library book

He could have prevented this in a variety of ways, by not doing it, making it legal, or having better personal security practices

He didn't do any of these things. Maybe it's just more of that ol' 5d chess!
