Too much too ask?
One extra Hot Bar window?
How about just allowing the Combat Abilities window to stay open all the time if there is a hot key in one of the slots? These are not game breaking. Or am I wrong?

You're talking to all the boomers who still click their spells
(There were extra hot bars before but they wanted them removed)

I have the opposite reaction, it looks exhausting watching people move their cursor all over the screen to do everything. It takes less 'effort' to use keybinds.

Imagine coming to P99 and demanding EQ be remade into a modern power gamer mmo...

If combat abilities is what I think it is, you can bind it to a key so it opens when you're keyboard turning.

If I'm not mistaken I believe some UIs can unlock additional hot bars amongst other things that aren't typically available. Its not classic IMO so I don't mess with anything that didn't come with the game on install.
Also there are macros and / commands you can use so that one hotbar button can do 3-5 things. For me I find one hotbar is enough and I'm usually using 8 slots of it for my spell gems on applicable classes (yes I know spell gems can be/are key bound seperately)

I am a firm believer that multiple hotbars is a must-have for any mmo. P99 was much better before green launched. OP I'm afraid you are SoL. There is 'technically' something you can do to sort of mimic the functionality of multiple hotbars, but it isn't perfect, and is likely not something they want people doing. If the trick ever got out I'm sure they'd block it, too.
