Im going to break down how this works.

One group sets up limits on taxes.

The next group sets up a populist tax program to tax the people that put limits on taxes

the people are retarded so they dont even care about that first limit on taxes enough to do anything about

the rich are not taxed, the poor passed programs to tax the rich, everyone wins.
