I absolutely adore this idea. After pricing the poor out of the areas they work wealthy can tax the poor when they commute back while avoiding paying any tax whatsoever while they live in their ivory towers driving around in circles in ubers commuting from outside of them.

I've seen this idea crop up before; sooner or later it's going to gain traction. It's even fair in the sense that electric vehicle users are effectively tax evaders since fuel taxes pay for much of our road maintenance. Unfortunately, in many cases it's also a backdoor means of trying to force tracking devices on everyone because quite often the lawmakers want to implement it via mandated GPS tracking rather than by eyeballing odometers. The mere idea of a mileage tax doesn't bother me overmuch, assuming they drop the gasoline tax at the same time (hah we know the odds of that one) but mandated tracking sure does.
