Different skill sets, cultures, histories, individuals, etc. There's reasons why you find Indian families owning small hotels, and lots of Vietnamese folks in nail salons.
Bigotry does not need to be applied in a uniform manner, that'd make it too obvious. They learned lessons, and the information age means changing strategy.
A lot of this shit is structural, it's not all deliberate. There's a close relationship between real estate developers and police departments in a lot of cities because there's money to be made.

I just don’t understand why that structure would exist. Read “Streets of Gold.” An underrated reason for immigrant success is they only let us go to places like east Texas or LA (growing economies). If we had national service mandated and people had to move around, I bet a lot of people would get out of West Virginia and Detroit and find less “structural” obstacles
