It's quite good in certain applications. 24 DPS mana-free is nothing to sneeze at. You aren't going to be able to maintain that with normal nukes, even with C2. If you're the primary DPS in a duo/trio or solo farming things like like Ice Giants or Seafuries, you can get a lot of mileage out of it. When solo, that extra damage can often allow you to stretch a single pet out over a mob that might normally require an extra summon, which massively increases your efficiency over time.
Just think of it as the Mage equivalent of mashing Backstab or Flying Kick. | ||

That said…
Any melee slot proc item with stats is notable to keep equipped over one that takes two slots and gives no stats. I lose about 150 mana with the burnt wood staff. The Fesh has amazing stats pushing that principle further. Also if one chooses to tryhard they can swing once and sit between med ticks which literally allows you to gamble-dps and not give up anything in return. Or you can swing once before casting and swing once after casting too, so literally just throwing extra dice. Assuming a PC is tanking the mob. My vote is getting both. More toys = more fun. | ||

If you're not dueling a shaman to get slowed and med tick swinging to get a proc between casts are you really trying?
