It's hard to fathom someone could expect the rate of capture to 100% on the border wall. Simple minds wouldn't understand it's about deterrence. If you force someone to climb a big wall like that you typically have another 20 minutes or more for the drones to pick up on what they are doing and to get a team out there to capture. Anyone uses a video of one person climbing a wall successfully doesn't understand a wall is meant for deterrence not capture.

Deterrence: the action of discouraging an action or event through instilling doubt or fear of the consequences

We are discouraging people from crossing the border illegally and climbing a wall, doesn't mean a small portion will still try. Another percentage will look at the wall and not have a ladder and turn around. Unless you want to argue that 100% of the people before are still attempting to climb the wall?
