Can you even confirm this is instant on red? Or did you just find an item on the wiki as the excuse for losing in pvp.

I just did the quest to see what Andain is talking about.

As usual, he is wrong. This item already has a 4.0 cast time. Others will confirm. Stop wasting GM and Dev time Andain.

did this quest like 6 months ago after it had been suggested by a buddy, had a cast time, never did it again.
