On a list of complaints playing the shaman class mana efficiency for downranked slows isn’t one of them.

Tepid Deeds should be used most of the time for general grouping. It casts much faster and is more mana efficient than your higher level slow spells. To be fair, nothing makes an enchanter feel smaller than when the shaman AOE slows the bad pull.
