I second Freeport guards. East Freeport dock guards are great up until 50 if I remember right, that is where I leveled on my Shaman in that range.

They're both good. The Evil Shaman guide is more for if you want a curated/hand-held list of places to go, whereas Per-Level is better if you want (a lot more) options.

Also, OP never specified that he was evil; if he's a Barbarian then a lot of the places on the Evil guide won't work.
