As I've understood it, spawn timers actually work off real time, regardless of the server being up or down. The use of the word "Timers" Isn't even really accurate, its more like Mob dies at 7PM, Respawn is 6-8 hours, Then the Code does a check 1AM to see if mob respawns. I could be wrong though.

Sometimes when the server goes down there is a full repop of every raid mob, where as others it comes back up and the "timers" keep ticking from where they left off. I think anyway, I'm not sure if there is a way of telling when there will be a repop.

Mob spawn time is calculated at death. It is stored in memory, and, in case of zone restart, also stored in database. It is based off Unix Timestamp + the generated respawn time of the mob (if it has variance), resulting in a spawn time. If the zone is running this timestamp is checked often if it has triggered (Spawntime < Currenttime ?). These calculations happen rapidly probably every second. If the zone boots up, it loads those timestamps from database, and continues to check them.
Thus, spawn timers are not affected by the zone being up or not.
