You're talking about primary hand damage bonus. This is why people say go for a faster prim hand weapon. I am not sure what it is or what it will be. It does change at least once during timeline. Maybe it was after timeline, but I do remember 40+ delay 2 hand weapons getting a boost at some point.
RFS is a fun toy for 1-30 due to damage caps. It's nice but not a huge improvement over the IFS that replaces it. At 50+ as a tank or solo monk, Tstaff is preferable. If not, just go dual wield to do more damage and not get aggro. Cheers.
