I think the situation this guy is asking is pretty clear and honestly anyone who would go against it would be a real dick bag...
In an out door zone Bing Bong the Destroyer spawns with his two autistic weeb guards, a druid sees bing bong up on track and runs over to him... The hero of this story is a level 39 druid and bingbong is level 34 and his 2 guards are level 33... It should be very easy for our druid hero to harmony the 3 of the mobs and then fight htem one at a time... he harmonies and then proceeds to start clearing bing bongs guards... a level 48 dick bard who's been swarm kiting the entire zone has just finsihed his zone disruption and also sees bing-bong on track. He runs over and sees our druid harmony bing bong and his second guard and then proceeds to start fighitng the second guard in hopes of fighting bing bong solo. dick bard runs by tags bing bong and kites him away before our friendly druid even knows what happened. druid puts in a petition that he was clearing the camp and dick bard stole bing bong... | ||

If you're talking about Mezzing/Harmonying as a way to race someone, it's a bad idea ... but if you see someone holding down mobs using those spells, then of course it's a bad idea to try and steal them. Again, theory crafting "does X count for Y" can only go so far: the details "on the ground" (as well as how the GM who shows up perceives those details) ... and of course the golden rule of "don't be a dick" ... is often far more important than what exactly the PnP says.
