4/2/2020 September 1999 AoE target number limiting bug was fixed (Bards & Casters). P99 Blue has its own limit of 25 mobs that may apply here. DoT nerf on moving mobs implemented

Looks to be implemented next patch along with removing the 4 mob limit.
