wizard spell availability on green?

the biggest problem with green and teal fro wizards is that during the original live releas there was a way to obtain Ice comet using a rune of Cazic and a rune of combine(different version same name) that have been absent since the release of green. These runes were taken out of the game when the staff of the wheel quest came out, and the said runes were taking out of the game and left grandfathered to those still possessing them. As of now at least on green the only people able to get Ice comet are the wizards in Seal Team sadly, leaving all other wizards without any means to get them at the moment.

So from my understanding the following spells will be available with the next patch (PoF):
- Chill Sight
- Rend
- Bond of Force

Any idea when Harvest is added?
