I've gone this route and while froglok and sarnak blood is plentiful, the iksar blood is indeed rare. I had success buying it off a few hardcore Old Seb raiders, because it drops off the Iksar Necromancers there. It drops off the coerced iksar in dalnir as well. I hear it drops from the Iksar slaves in Nurga but I didn't see any in a couple days of killing them there look for it. I've never heard about pirates in FV dropping it, but it is worth making a macro and spamming it there, because druids and wizards are quadding them a lot. I just made a button when I was trying to get it together. I have one scale temper and one blood left myself, I need to hunt some down if I need to make more.
