To be perfectly honest with the community, this is actually what we would prefer.

Unfortunately (or fortunately) we recognize the need for some kind of global communication on a low population server.

I like the idea of city-wide only, forces players to show up there in a sense. G-fay where many lowbies start, could run into 50+ doing trades and get some buffs / starter plat, I really like the idea.
