The animosity feels a bit misguided. If you want OOR dispelling to be a viable and legal practice then petition/submit to the GM's for this change. Currently it's illegal, i dont know who is crying foul, i know that if you're going to have a policy that is bannable (mind you not suspendable) it should be public knowledge.
