I use WinEQ2 as well with Windows 7 64bit, an nVidia GTX 260 without any problems, at a resolution of 1920x1200.
I have the following in my eqclient.ini Code:
[VideoMode] Width=1920 Height=1200 RefreshRate=60 BitsPerPixel=32 WidthWindowed=1920 HeightWindowed=1200 WinEQWidth=1920 WinEQHeight=1200 FullscreenWidth=1920 FullscreenHeight=1200 FullscreenRefreshRate=0 FullscreenBitsPerPixel=32 WindowedWidth=1920 WindowedHeight=1200 Adjust this as appropriate for your preferred resolution. When I launch EQ from WinEQ2, it always starts out in a 'compressed' windowed mode. I leave it that way till I've logged in (at least to character select, if not all the way into world). Once logged in, I press 'alt-shift-f' to switch WinEQ2 to 'fake fullscreen' mode. This basically causes it to make a window that's 1920x1200 and positioned such that the borders are off-screen. After that, sometimes the task bar is covering EQ. To resolve that, I simply alt-tab away and then press the 'ctrl-alt-1' hotkey combination to switch back to EQ.
