Because some fools will try to claim a camp, when they haven't been there for at least 22 minutes (time to respawn for full camp when I logged in), and don't return for at least 20 minutes after that (respawn after I started clearing) for a total of 40+ minutes and still try to claim a camp, because they had killed the mobs at some point during the day.
