Yeah that doesn't look correct. I am just throwing out a wild guess, but maybe the "Ally" con wasn't introduced until Velious? If you get the "could not possibly get any better" message, your character's faction numbers on the server should be maximized. I have never heard of a quest being capped in a way where the gains get cut off early, preventing you from reaching maximum. Maybe the con system just had one less message in it before Velious? Or maybe it is a P99 non classic way to prevent people from cheesing certain quests that need faction?
