This will be MUCH less of a problem when Kunark comes out I think?
Raid targets will be a lot more plentiful.

First, I agree with the idea of your post. Server wide repops allow more people in on the action, as guilds have to prioritize their targets. There is one problem, however.

All of these mobs will spawn and be taken out in a matter of a few hours. What will people do for the next 5 days?

I don't think this problem overshadows your idea, and it might even be an advantage for IB/DA to see their families for a few days a week. But it is something to consider.

You are wrong. Then again it really depends on what your considering raid targets. There are mobs that would be considered Raid targets for guilds that suck bad.....

they're already active on test though. have the devs said they're not going to have the dragons already running around not up on kunark release?

They have not said anything for or against it but if those dragons are live at launch that that would also mean that Vox and Naggy are level 52 and under at launch so it's kind of a big deal.

The intent of the server is to have as classic an experience as can be created. If you want custom spawns, then play on a custom server. I am finally glad that for the most part we have a first to enage policy on this server.

If players i.e. guilds want to race, then great, if guilds want to rotate mobs, then thats great too. Its a matter for the player base to decide and come to terms with. If most guilds want a rotation and one guild does not, then deal with them by whatever in game politics you can muster.

IMO non classic variance should be removed since the raid rules have changed.

Let the GMs worry about helping players with bugged quests or who are stuck in the world or have other game mechanic problems.

Wasn't Faydedar in with Kunark launch? Pretty sure he was, but his pathing was so fucked up he kept suiciding, so he was never up.
