Symphonic Sabre and Harmonic Dagger are both overpriced IMO. CSS is better than either of them, and available for ~1700 plat pretty regularly.

Breath of Harmony and Guardians mace are only ones you won't replace in that list until epic. I don't use any of the rest. Proc from Guardians Mace is nice AC buff. The stats aside from Str and Cha on the CSS aren't that useful, and the small amount of dex/str aren't make or break in my opinion.

Symphonic Saber is bought for the proc, not really ratio or anything. Useful to have in your arsenal if you have the money.

Look into getting an Orb of Tishan for your offhand, you won't ever replace that because its usefulness as a proc. Boosts your hp and str.

Then you jump up into expensive offhands like Jagged Blade of Mourning for MR and Dex.

For lowest price/best long-term value, Breath of Harmony + Guardians Mace/Orb of Tishan probably best bet.

Instruments are important most often when soloing or downtime in group. I don't think the benefit of swapping in a lute to increase your regen song is really worth the benefit in mid combat. You'll most commonly be doing two weapons. You really won't be using other instruments in group...at least not until/if you get primary only instruments that you can use while wielding an offhand.
