Couple tips. First off, as I am sure you have been told, EQ (especially p99 using the classic graphics) does not require a whole lot of power. The game runs smooth on a Dell Inspiron 1440 with Intel based gfx card. If youre going to upgrade cause you also want to play other games in the future, then I can see it being work upgrading. I build my Fiance a computer for the purposes of playing VG and it performed quite well since her laptop (the dell insp 1440) couldn't get more that 2FPS in that game.

Her specs:
AMD Athalon X2 240 Regor 2.8ghz
ASRock K10N78M AM3/AM2+/AM2 NVIDIA GeForce 8100 Micro ATX AMD Motherboard
Sparkle Low Profile GeForce GTS 250 w/ 1gb of GDDR3 ram
4 Gigs of DDR2 800 Memory

Total cost was under $300 for those parts. Everything but the RAM was bought from newegg.

Hope that helps you out, Also the GeForce GTX 460 is out so you may want to go with that card instaid as its DX11 compliant and a bit more powerful that the 250. You will be able to play EQ with no problems at all and have room for any newer games.
