Miscellaneous: Items with more than 20 charges

Is there a known date when items stopped having more than 20 charges?

For example, in classic, I'm fairly certain Staff of the Observers, and Wee Harvester both had 50 charges.

If we can create a list of these, and/or find when they changed, we can correct them.
