What is the best powerleveling 20-30

Many classes can so it - some better than others.

As a bard for early 20s were I tasked with it I'd probably just pull a dozen or so dark blue mobs (dblue to you) and aggro lock with aoe slow/snare - low level nuke damage each once then let mobs die to ds. As you get higher it's harder to straight up tank nonstop.

Charming also works. Bard dots a target down to bear death charm and break and let lowbie finish it off. Goal here is to find high level mobs that will give a ton of relative xp per kill.

Having a pbaoe makes it a lot easier.
