I'm not so sure. I know the internet is full of assholes but I feel like the naysayers are missing some points:
- You don't have anonymity on P99; your character's name/reputation is at stake with everything you do
- Psychology/Sociology has also shown that peer pressure can be just as good at enforcing rules as having cops. There's no law about picking your nose in public, but when was the last time you saw someone doing it in a social setting?
I really believe that if everyone on the forums agreed to an "unofficial" rule, and they talked about it in groups in-game, that "rule" would spread, and people would adhere to it out of fear of social ostracization. The hard part is finding a rule, official or not, that the entire community can aggree on.

Being an asshole in this game unfortunately pays off for a good majority of the people, especially when coupled with lawyerism and rule-straddling techniques.
Ever watch the skit on Impractical Jokers where they cut people in line at the movie theatre? That's a more proper comparison.
Like I said earlier, I would really like to agree with you but fwiw, any guild (and there would be enough of them) could choose not to adhere and it would ruin the agreement (see: raid schedules).
