Are these dragons raided by the public or do the high end guilds have them on alt lock down?

They are on lock down for the most part. Soon as they spawn they are engaged.

I am at the point where I am ready for my torn burnt book and torn frost book. Do they invite for these raids or do they keep it exclusive?

Some might let you along. I have heard of such a thing happening before. I would suggest finding a TMO officer and asking them and see what they say.

The problem is being on and around when the mob spawns. They move quickly and dispatch mobs at quite a pace.

You can buy the combined books for silly cheap. I think I've seen sub-10k.

That said, I doubt anyone is going to give them to you for coming along. You're better off just buying them.

Had no idea what quest he was talking about, or which epic. If it is something that is tradeable then your best bet might be to buy it Like Ferok said.

http://wiki.project1999.org/Book_of_Scale is the combination of a "torn, burnt book" and a "torn, frost covered book".

The drops from Vox/Naggy (and Sev,Tal,Fay,Gore) are no drop, but Book of Scale is not.

These books also drop from the Kunark world dragons Gorenaire, Severilous, Talendor, and Faydedar.
