Dual Wield

How does this mechanic actually work? I know they changed it around Luclin or Velious.

Do mainhand swings trigger offhand swings? or do the weapons swing independently?

As far as I know:

Every time the delay is reached on your offhand weapon it will do a dual wield check.
If successful you swing and it will make the hit/miss check.

In other words they are independent of each other.
