NPC Spawn Issue: Iksar Dakoit

Killed Iksar Dakoit in FoB at approx. 11:50hours EST 06/12/2015. It dropped a weight reduction coin purse and its head. My concern is if this mob should even be spawning on P99.

When you drop the item on the ground it appears as a small bag (items sized graphic) instead of a bag sized graphic that every other bag has. I wonder if that's the way it should be or mistake.
