Any action you do to help someone fighting a mob, or directly against a mob will result in you getting faction hits when it dies.
Go into MM, find a group that's kicking butt. Drop minor heal on their tank each pull. Could be nice and drop buffs on em and stuff. Kinda like you're PL'ing the group and they're paying you in faction.

When I did it, he would respond to my initial hail but nothing further when I gave him the gold... No faction increase/decrease message what so ever, and I would think if it did require minimum faction he shouldn't even respond to my hail?

It was a few months ago. He definitely said stuff and I got faction messages when I did the hand-in. I don't think him responding to your hail necessarily means your faction is good enough to do the quest. You could try asking a random person in Freeport to try the quest and see if the mob is bugged or something, but my guess would be that your faction is too low to do it. You might try getting an enchanter to charm him (if he's low level enough, if this is not going to piss off the guards, etc.).
