Is it one mob per player or one mob for some players?
You're in a zone that's classed as "outdoors" but it's more like a dungeon (Cit of Mist for example).
You wait patiently for the camp to be free, when it is you go in and break camp. Then a higher level player with a lower ping/better gear zones in and invokes server rules stating that "players can only camp one spawn point outdoors and the rest is FTE". So he says, "Which mob are you camping?" and begins rushing to all the other mobs killing them. There's no FTE message so it's more like First to Kill (kill stealing) as you both wait for same mobs to pop and attack them but you have no chance because he has lower ping, higher level and better gear AND he's got no shame so he's okay with being an idiot. Now that player, who told you it's 1 mob per player, has 10 mobs and you have 1 even though you waited and were there first. Is that correct?

Sheesh Gugg, read the rules that Menden linked you. He has better things to do than hand-hold people trying to drum up drama with super picky posts on the forums.
So who is kill stealing if there are two players waiting for the same mob to spawn and they both attack it as soon as it spawns? The person who was there first and claimed the spawn owns that mob. And do you have any information regarding the scenario in my original post? Again read the rules.... "The City of Mist - Dungeon"

There's two players who are camping one mob each, the rest are FTE. So these two players will be in competition for the FTE mobs. There's no FTE message, they are both standing waiting for FTE mob to spawn, they both attack same time when FTE mob spawns. Who is kill stealer? You haven't adressed the fact that the higher level player has a distinct advantage with this scenario even though he's late to the party. And what about if one of the players is intentionally standing in front of spawn so you can't target mob when it spawns, and he can, giving him more of advantage to get the kill?

A player can literally claim all mobs except one with that one mob per player rule, if he is higher level than the other player and has better equipment and lower ping.
He can enter zone, force a player to camp one spawn, while he does the same, and then he kills all the other mobs because it turns into a race then and he has an advantage ober the other player.
