What the hell? HELP!

I used to play everquest and became very excited to play again, so I download the right client, install patch with equmu, login to p99 and start to make my character, I notice that the toon is twitching and seemly moving fast, I don't think much of it. I have to double click everything from my class to my stat points.

I login and everything is still twitching, I move around and I'm moving way to fast! It say warp detected or some such. I try to find a zone and zone but I'm greeted by the login screen. I try to log back and it say something about my IP being blocked temporarily!

What I think happened, some kind of client incompatibility cause the client to run faster then it should have and I got flagged for cheating or something. Is this common? I have no idea how to fix this or if I can even get my ip unblocked.

Can anybody shed some light on this?

For reference i'm running windows 7 64bit.
