Quest Issue: Bard Reports ( Quinon Hulleaf )

Quinon Hulleaf is supposed to spawn on top of the North Qeynos gates at night but instead is spawning north of the docks in the water in South Qeynos. Heres the quest http://wiki.project1999.com/Bard_Reports

He also ate the note that I tried to turn in. His counterpart Leanon Ruskey is working perfectly fine, spawning on top of the North Qeynos gates during the day and accepting the quest item.

Apparently he had has some issues before as noted in these threads / patch notes, he wasn't having this exact problem though -
