NPC Spawn Issue: Brother Balatin despawned after 6 minutes

Brother Balatin in dreadlands (http://wiki.project1999.com/Brother_Balatin), spawned after a couple of hours of PH killings.

He has stayed up for 6(ish) minutes (the normal "repop" time), than despwaned.

6(ish) minutes after, a new PH popped.

Checking in-game friends and some source (http://eqthieves.com/class-monk-epic10.htm
"He has a Plaguebone Skeleton as a place holder and the respawn is approximately 6 minutes. Brother Balatin despawns after approximately 30 mins. ")
it should be 30 minutes before depop.
