NPC Spawn Issue: Maligar's Enraged Dopplegangar

I handed my "Note to Maligar" to him, and he just ate it. No Maligar's Enraged Dopplegangar spawn.

What was your faction? I had to use DE illusion and faction song to get out of threatening. You might try charming him (puts you to amiable) for the turn-in.

Even the oldest guide I can find suggests charming maligar for the turn-in:

When I killed Maligar and his Doppleganger, it was myself, a 47 bard, a 51 bard, a 53 wizzie, and a 45 druid. We pulled Maligar's friends first, who went down easily one by one. They do not aggro if you pull one by one. Then we charmed Maligar, ordered him to sit down, his Doppleganger spawned, and even though I was twisting resist songs, we still were blinded. TL;DR: When in doubt, improve faction.

I used my illusion. I did not use the faction bump song. He was threatening to me, but did not aggro.

Npcs less than dubious faction will eat attempted turn ins.
