Game Mechanics: No loot tables

Besides mobs I have seen carrying weapons and providing said weapons when I loot, I've noticed there is no loot tables.

Killed multiple skeletons, no bone chips.

Killed named mob in unrest, no drops period (not even his common crap)

Pretty sure loot tables (excluding held weapons) are bugged.

After further feedback from other players it seems some zones/mobs are dropping loot and some are not.

Still pretty sure some mobs/zones are bugged. Someone said they killed 50 Decaying skeletons are there were no bonechips.

It seems that the loot tables are based on server spawn mobs. I have now been finding bone chips etc. after killing multiple skeletons. More to come, but it seems to be dropping loot again. As of 5:30am EST

Thugs, Thug Leaders and Smugglers in Qeynos Catacombs weren't dropping anything other than one particular spawn which dropped a rusty rapier once in a while.

Anyone know more about this ? Not that I don't wanna go out to test it myself, but i'd rather not loose my time ...

I want to clarify because I found this common too. Many of the newbie mobs from Misty to Gfay are not dropping their common loots as frequently as they should. You're saying this was fixed too?
