What CPUs don't require underclocking?

So, my ~7 year old box finally died last night (artifacts at power on). I knew I'd need a new one soon, as mine didn't have a TPM so I couldn't upgrade past win10. I'm using my steamdeck as my primary system temporarily.

I want to steer clear of the 4.2 GHz limit so I don't need to reboot to underclock when I get the itch to punch snakes in the commonlands.

I'm considering a laptop with an i9 14900HX. The base freq's are below the limit, and I'm assuming I can limit the turbo easily enough, or force EQ to use one of the "efficient" cores that max out at 4.1GHz.

Is anyone running one of these and having a good time?
