Issues with spell time and name of armor pop up

I used to be able to inspect someone and hold the cursor over a piece of armor and it would show its name.. as well as hover over spell icon and it would show its duration. That seems to have stopped now.. anyone have ideas on how to fix?

Restart your computer. This issue pops up when systems have been on too long.
