Default Question about spawn density

I'm relatively new, and before I post about incorrect spawns, I wanted to ask the general question. I've noticed a couple of common mob spawn points missing from Blackburrow and Butcherblock. Should I report these, or are is the population intentionally scaled down to be in line with the slightly lower player population?

If you have evidence of an empty spawnpoint... yeah, please report it, that would be awesome. But try to provide some form of evidence.
